Kong Beng KUAH
Director (Special Project), Civil Aviation Authority of Singapore (CAAS)

Since 2016, Kuah Kong Beng serves as the Director of Special Projects at CAAS. In his role, he advises on air traffic management (ATM) operational issues and safety as well as oversees ATM research and development projects.

Having joined CAAS in 1972 as an air traffic controller, Kong Beng brings with him a wealth of experience in air traffic control and management that makes him a renowned expert in his field. During his career at CAAS, he has held several key appointments and even obtained ratings in ratings in Aerodrome Control, Terminal (Procedural and Surveillance) Control and En-Route (Procedural and Surveillance) Control.

With his vast experience in ATM, Kong Beng participated in the planning and implementation of the Asia Pacific Y2K Plan to ensure minimal impact in the region’s ATM space during the transition to Year 2000. When China implemented Reduced Vertical Separation Minima (RVSM) in 2007, he chaired the ICAO RVSM Task Force and was responsible for its smooth execution. He remains active and plays an instrumental figure within the ATM sector in the Asia Pacific region. He was a member of the ICAO Asia Pacific Task Force where he helped implement air traffic flow management in the Kabul Flight Information Region.

For the sixth-year running, Kong Beng serves as the Chairman of the Asia Pacific Air Traffic Management Sub-Group, APANPIRG.
