Aviation as a Lifeline

Papua New Guinea (PNG) is home to some of the world’s most spectacular and geographically diverse landscapes. Across its striking highlands and expansive archipelagos, aviation is much more than a mode of transport—it is an essential lifeline. Air travel provides the critical infrastructure that connects communities, facilitates the movement of vital goods, and ensures access to emergency services across the nation. 

Recognising the growing demands of modern aviation and the limitations of traditional, manual paper-strip tracking, NiuSky Pacific Limited (NSPL) sought a resilient, scalable solution. In 2018, in partnership with Thales, NSPL successfully deployed TopSky–ATC. This transition to a fully automated air traffic management (ATM) system marked a historic milestone for the nation, bringing PNG’s airspace in line with the highest global ICAO standards. Today, the system securely manages 50,000 flights annually, ensuring safety and reliability across PNG’s unique geography.

Bridging the Gap: From Paper to Digital

The strategic transition from manual processes to advanced digital infrastructure required a sophisticated approach tailored to PNG’s specific topographical needs. In 2016, NSPL and Thales established a 10-year partnership to implement the TopSky–ATC system. 

The comprehensive modernisation initiative includes: 

  • Integrated Operations: Seamless management of Enroute, Approach, and Tower operations.
  • Operational Resilience: A dedicated Disaster Recovery System (DRS) to ensure uninterrupted service and built-in redundancy.
  • Real-Time Surveillance: A robust tracking network utilising the Port Moresby radar, eight ADS-B ground stations strategically located across PNG, and Aireon’s space-based ADS-B for comprehensive global coverage. 

Since its launch in 2018, the TopSky–ATC system has maintained a record of zero major incidents, replacing legacy processes with precision, automation, and total reliability.
