How Portugal’s Citizen card supports digital transformation and citizen experience

Portugal’s Citizen Card, introduced in 2007, marked a major step toward modern, citizen-centric public services. By replacing five separate documents, it simplified daily life and created a single, secure identity tool. 

The 2024 update strengthened trust with enhanced security elements, a dual-interface chip and a clear window for improved verification. 

Biometric match-on-card protects fingerprints by keeping data on the card rather than in a central database. The eID also supports qualified electronic signatures and strong online authentication, enabling safer digital interactions. 

Integrated with Portugal’s broader Simplex and Simplex+ programs, the card helped reduce bureaucracy, expand e-government access and accelerate digital transformation. 

As online services grew, citizens gained faster procedures, from civil records to social security requests. 

The Citizen Card now stands as a key driver of efficiency, transparency and inclusion, illustrating Portugal’s long-term vision for digital modernization.
