These shifts highlight the strategic importance of certain dependencies that are often underestimated, within systems that are increasingly complex, distributed, and sometimes opaque as to the intentions of those who design or operate them. These dynamics, which affect both states and businesses, call for collective awareness: to better manage our critical resources, secure our activities, and build resilient and sustainable strategic autonomy.
