  • The Civil Aviation Authority of Singapore (CAAS) has awarded Thales, as the leading partner in a consortium with Deeeplabs, a contract to deliver an Unmanned Aircraft Systems (UAS) Traffic Management (UTM) System based on the TopSky - AstraUTM platform, to provide an integrated, one-stop portal for the approval and tracking of all unmanned aircraft (UA) operations in Singapore.
  • The solution will combine Thales’ aviation expertise with strong local digital and cloud capabilities to support the development of Singapore’s national drone ecosystem.

Mr. Keith HUANG, Deputy Director (Unmanned Sys Tech, Engineering & Planning), CAAS; Mr. TAN Chun Wei, Director (Unmanned Systems Technology, Engineering & Planning), CAAS; Emily TAN, Chief Executive Officer and Country Director, Thales in Singapore; Mr. Ludovic LANG, Director Unmanned Traffic Management and Digital Aviation, Thales.

Under this contract, Thales will deploy a new UTM system, based on its TopSky - AstraUTM solution, in Singapore, a cutting-edge digital platform designed to enable the secure and scalable management of unmanned aircraft operations. This system will provide CAAS with a single platform with streamlined application processes, improved regulatory approvals processing time and enhanced situational awareness to support the growing number of drone operations while maintaining the highest levels of aviation safety.

TopSky - AstraUTM integrates advanced flight management with digital regulatory services to support the entire lifecycle of drone operations. This platform enables key functions such as operator and drone registration, digital flight planning and authorisation, and real-time monitoring of drone operations. By enhancing situational awareness and automation, the system ensures efficient coordination of unmanned flights across Singapore’s airspace.

Thales will deliver the project as part of a consortium with Deeeplabs, a Singapore-based technology provider, which will support deployment and operational services. This collaboration combines global aviation expertise with strong local digital capabilities to support Singapore’s innovation and smart mobility goals.

The UTM system will play a key role in Singapore’s unmanned aircraft industry, supporting industries including logistics, infrastructure inspection, maritime operations, emergency response, and urban mobility. This contract further reinforces Thales’ leadership in Unmanned Air Traffic Management and Advanced Air Mobility solutions, following the integration of AstraUTM into its portfolio in 2024 and its subsequent deployment across multiple countries.

“We are honoured to support CAAS in shaping the future of Singapore’s unmanned aircraft landscape. By combining Thales’ globally proven UTM expertise with Deeeplabs’ local technological excellence, this programme will provide Singapore with a secure and scalable platform to enable safe and innovative drone operations.” Youzec Kurp, Vice President, Airspace Mobility Solutions, Thales.
Deeeplabs is proud to partner with Thales and CAAS on this landmark programme for Singapore. By combining global aviation expertise with our strong local engineering capabilities, we look forward to supporting the deployment and operations of a world-class UTM platform that will enable the safe growth of Singapore’s drone ecosystem and industry.”
Dex Lim, Managing Director, Deeeplabs.
