How Thales contributed to the inclusive registration of the population of Philippines
To support PhilSys, the foundational identity program in the Philippines, Thales was awarded a contract to supply 5,000 biometric registration kits. Two years later, an additional 2,800 kits were provided to further enhance the program. Combining quality and robustness, the kits responded to the need to capture biometrics and demographic details from citizens quickly and efficiently, across a wide range of operating environments.

PhilSys aims to create an inclusive society, ensuring access to social services and welfare to all through trusted identities. More than 90 million people have been registered with three biometric modalities captured (fingerprint, iris and portrait), a result made possible by the deployment of robust mobile kits that addressed the geographic and infrastructural challenges of the country, scattered across more than 7000 islands. Thales played a crucial role in this achievement, custom-designing resilient cases and delivering them within tight timelines set by the Philippine Statistics Authority, despite the obstacles posed by the global pandemic and severe weather disruptions.
This successful foundational identity initiative not only lays the groundwork for a national identity card but also acts as a springboard for digital transformation that will accelerate economic development.
